To make it simple , in your perspective , an inbound network is incoming traffic from the internet or other network segments, An outbound network traffic is outgoing traffic originating from an inside  network.

all traffic is both inbound and outbound. It came from somewhere (inbound) and it is going somewhere else (outbound).

Scenario:

From a firewall's scenario,  When most people say "outbound" they mean from their inside, protected network to the outside, untrusted network (ie, the internet).


If you say  you want to block outbound SMTP, they will assume you mean the SMTP port from your inside network to the outside. If someone says "I need to allow HTTPS inbound", it is generally understood that they mean "from the internet to my inside network".
